Emergency HEAP (Winter Crisis Program) begins November 1, 2010

Hocking Athens Perry Community Action’s Emergency HEAP (EHEAP) program will begin on Monday November 1, 2010.

Appointment scheduling for this program will begin on October 27, 2010 through an integrated voice response (IVR) system by calling 1.866.487.1362.

The IVR scheduling system will be available from 5:00 AM – 7:00 PM Monday through Friday.

A very limited amount of daily first come first serve walk in appointments will be available.

This program is designed to help families/households who are facing an emergency situation maintain and/or restore electric/gas service or provide a bulk fuel (propane, wood, coal, fuel oil, kerosene).

An emergency situation is defined as:

  • having a disconnect notice on your electric or natural gas
  • having less than a 10 day supply of bulk fuel such as propane, fuel oil, coal, firewood or kerosene.

This assistance is available only once per heating season (November through March) and is made available through the Ohio Department of Development.

To qualify you must be income eligible and be in an emergency situation, as defined above.  Applicants must present:

  • Documentation of three months income for all household members
  • Verification of Social Security numbers for all family/household members
  • Proof of citizenship for the primary applicant (such as Birth Certificate or other birth records)
  • Proof of disability (if applicable)
  • Copies of their utility bills.

It is critical that applicants bring these documents to their appointment as well as their most recent copy of their utility bill for both their primary source of heat, as well as their second source of heat if applicable.

The Emergency HEAP income guidelines have been increased so that households whose total income is at or less than 200% of the Federal Poverty level may be eligible. For instance a household of three whose yearly income is at or below $36,620 are potentially eligible for this assistance.
